The subject for the contest, which is open to all high school students in the Lamorinda area, is "Is the Right to Privacy a Threat to our National Security?" The winning speaker, Andrew Chow, will now go on to compete at the zone level contest to be held at 7 p.m. Thursday, Feb. 23 at the Ygnacio Valley Library, 2661 Oak Grove Road, Walnut Creek. Chow could potentially win up to $21,000 in scholarships if he wins all six contests.
